Panelists shared frontline lessons and explored innovative, community-driven resilience strategies shaped through state, local, and federal partnerships.
Meet the speakers:
- Jordanna Rubin, LEED AP, Envision SP, Disaster Resilience Lead, North America. With a career focused on resiliency, sustainability, and recovery program design and implementation, Jordanna has 25 years’ experience supporting clients in surviving, adapting, and thriving in the face of environmental, social, and economic stress. She is AECOM’s Market Sector Leader for Disaster Resilience, managing a global Portfolio Management Office (PfMO) to support rapid response, long-term recovery, and humanitarian and resilience programs. Jordanna helped with the relocation of an indigenous community out of a high-risk zone in southern Louisiana; developed a COVID-19 food security program in Southern California to reach vulnerable populations; implemented residential resilience programs; and managed disaster recovery teams in California, New York, Florida, Texas and Guam implementing programs that helped communities not just recover from disasters but improve their futures.
- Jonathan Jenkins, Disaster Resilience Director. Jonathan Jenkins is a trusted Executive Leader in Program Management, Growth & Strategy, Emergency Management, Response & Logistics, Operations, Crisis Management, Business Continuity, Infrastructure and Resilience, Business Development, and Community Engagement. He serves as AECOM’s Disaster Resilience Director focusing on Strategy & Growth in Disaster Resilience Solutions (DRS). Jonathan is currently serving as the PMO Commander for the Louisville PMO in response to the 2025 Extreme Floods. Most recently, Jonathan has served on the National Emergency Management Association’s (NEMA) Response and Recovery Committee and Private Sector Committee and holds two editorial board positions with the Journal of Business Continuity & Emergency Planning and the Journal of Supply Chain Management, Logistics & Procurement. Jonathan also volunteers for the Minnesota-based Executives Mentoring Soldiers (EMS-USA) organization, helping to empower military service members who are re-entering civilian life and the workforce.
