We warmly invite you to join us for an exclusive briefing on the newly launched Playbook for Nature-Positive Infrastructure Development, developed by AECOM under the commission of the International Federation of Consulting Engineers (FIDIC) and WWF. The Playbook is a new resource for all stakeholders in the infrastructure industry and its global launch recently took place in Singapore at the FIDIC Global Infrastructure Conference 2023.

This session is being especially organized for valued partners of AECOM and will be presented by Emily Le Cornu, Associate Climate Consultant for AECOM. This will be a great opportunity for you to learn more about the latest thinking, guidelines, best practices, tools and resources provided in the Playbook that can help you elevate the environmental and overall performance of your projects.

Scott Dunn
Vice President, Strategy & Growth, Asia; Chair, Asia ESG Council, AECOM

Scott Dunn is Vice President for Asia at AECOM and core member of the Asia leadership team, driving strategic growth for the region and leading strategic initiatives that drive profitable growth. He also leads cross-functional teams in providing integrated services and sustainable solutions for large, complex, and multidisciplinary projects across Asia, among them high-density masterplans for new towns and regeneration of existing urban landscapes that have drawn on sustainable and smart themes. 

Scott sits on the AECOM global ESG Sustainable Legacies council and is the Committee Chair for Asia, responsible for implementing AECOM’s internal and external ESG commitments. He is also part of the Urban Land Institute as a Global Governing Trustee; Advisory Board member for the ULI Center for Sustainability and Economic Performance and sits on the Asia Pacific Executive Committee; Chair of the Nominations Committee; and the Singapore Country Council (founding Chairperson). He advocates sustainable land development and high-density urban environmental design. He believes that to create great places, one should be sensitive to the environment and responsible for society. His books and papers on urban mobility, sustainability and livability are frequently published through local and international media. As a highly regarded thought leader in the planning community, he actively speaks on land development at conferences and events throughout Asia and North America.

Stephen Lai
Senior Vice President, Director of Operations, Hong Kong, AECOM

Stephen Lai is Senior Vice President and Director of Operations overseeing AECOM’s operations in Hong Kong. He has over 30 years of experience in delivering major multidisciplinary urban development and infrastructure projects for the Hong Kong government as client, covering areas of investigation management, design, construction management and contract administration.

Stephen’s diverse portfolio of Hong Kong projects include Central-Wan Chai Bypass and Island Eastern Corridor Link; various new town developments such as New Development Areas in Northern Metropolis, Central Wan Chai Development, Kai Tak Development, Tseung Kwan O New Town Development; Tseung Kwan O-Lam Tin Tunnel, Tuen Mun-Chek Lap Kok Link, Lai Chi Kok Drainage Tunnel and Harbour Area Treatment Scheme (HATS) Stage 2, among many others.

With his vast experience in project delivery and operations, Stephen is also heading the Asia Internal ESG initiative of AECOM and leading the business development in GBA by leveraging our resources, capability and experience development in Hong Kong.

Emily Le Cornu
Associate Climate Consultant, AECOM

Emily is an Associate Consultant with over 14 years’ experience in climate change and environmental policy, climate risk, adaptation and resilience and climate finance. She was the project manager and one of the technical leads who prepared the ‘Playbook for Nature Positive Solutions,’ designed to support the transformation of infrastructure towards a nature-positive approach by showcasing solutions across a range of sectors and landscapes. She is also leading a project for EBRD supporting the city of Gaziantep in Türkiye to develop a green climate action plan. Emily also leads the preparation of several climate change risk assessments for developments seeking funding, as part of environmental and social risk assessments.

Previously, Emily was the climate change advisor and technical lead on a multi-million Euro project in Kenya, supporting the Government implement its Nationally Determined Contribution. She was based in Nairobi for three and a half years working directly with the Ministry of Environment and Forestry, along with its umbrella Departments. She was one of the technical leads for a large European Investment Bank project, which supported the bank incorporate the latest climate change considerations into its ESIA and EIA Standards, policies and procedures. Emily was also the technical lead for a World Wildlife Fund (WWF) research study, reviewing the extent to which sustainability (ecological, social, and economic) and climate risks and resilience are being holistically screened at different spatial and temporal scales and at different phases of the infrastructure development process. She undertook a review of the tools, procedures and guidance notes used by financial institutions to assess projects seeking investment. Emily was one of the lead researchers on a study for the European Commission reviewing how European and International Financial Institutions (FIs) are incorporating climate change considerations into their investment portfolios and the impact of their activities on global GHG reductions. She has a detailed understanding of the international climate finance landscape, in particular public climate finance flows, and the access requirements and accreditation to climate funds. 

Emily has also supported a range of private sector clients develop decarbonization strategies to meet their net zero commitments; and advised on their internal carbon management processes. 

Helen Leung
Regional Business Line Leader, Transportation, Asia, AECOM

Helen Leung co-leads AECOM’s Transportation practice in Asia and is a senior member of AECOM’s Transportation Global Business Line. 

A chartered civil engineer, Helen has 30 years of experience in civil infrastructure across a broad spectrum of transportation including rail, highways, tunnels and bridges, as well as airports. Based in Hong Kong, she leads multi-disciplinary teams of planners, architects, engineers in delivering transportation megaprojects that have played a pivotal role in the city’s development. These include planning and design for MTR’s transit system expansion as an integral part of Hong Kong’s urban development strategy. Helen was the Design Team Leader for two Shatin Central Link detailed design consultancies, and is currently contributing in a leadership role on AECOM’s project team for the Preliminary Design of Northern Link 2 south of Northern Metropolis.  

Other examples of Helen’s diverse projects portfolio are Tsing Ma Bridge Lantau Link, Cross Bay Link, North Lantau Expressway, Route 10, Hong Kong International Airport’s Three Runway System expansion, and the Master Redevelopment Project for Ocean Park. 

Under Helen’s leadership, the Transportation practice in Asia is delivering significant projects across the region and has also provided relevant technical experience and resources to AECOM projects in other regions. 

As a reflection of her passionate championing of greater diversity in the engineering profession as well as women in leadership, Helen has served as the Asia Representative on AECOM’s global Equity, Diversity and Inclusion Council.

Sylvester Wong
Vice President, Strategies and Development, Buildings + Places; ESG as a Service Lead, AECOM

Sylvester is a global leader of multidisciplinary urban and regional planning practice across Asia Pacific, South Asia, and the Middle East, having worked on sustainable townships, resilient economies, future mobility, digital infrastructure, and integrated infrastructure toward empowering communities and nations.


His award-winning experience and legacy of built work includes economic empowerment strategy, design of smart and healthy cities, and transit-oriented societies toward future-proofing and innovative private and impact capital deployment in the dynamic and digital demographics of Asia. He is a tech founder and venture advisor.
